Most of Azerbaijan's generation facilities are in the central and western part of the country, whereas most consumers are located in the eastern part, especially on Absheron Peninsula and the capital city Baku. KfW Development Bank supported Azerenerji with the extension, rehabilitation and upgrade of their transmission system, which at that time suffered from frequent outages and did not fulfil the n-1 criterion.
